Human Services
The Child and Adult Care Food Program (CACFP) is a federally funded program that provides reimbursement for eligible meals that are served to participants who meet age and income requirements.
Mental Health and Substance Abuse Services
Provides early childhood mental health training, coaching and consultation (using best practices) to centers and systems that serve young children across the state. In addition, capacity development and awareness building will be provided around the need for early childhood mental health and healthy social emotional development. The training site in Nashville serves the whole state, and also provides training for Project B.A.S.I.C. Child Development Specialist (CDS) staff to develop their capacity to incorporate mental health coaching regarding evidence-based Pyramid Model strategies (related to the social-emotional development of children) as part of their existing practices.
Childrens Services
The Child Health division of DCS works to ensure that the health care needs of the children served by DCS are met through a variety of efforts: 1) Child Health Nurse Consultants monitor and support custodial children, and connect families to health related resources; 2) Safety Nurses provide technical assistance to CPS investigators; 3) The Safety Team reviews child deaths or near-deaths, and, in collaboration with Safe Systems group at the University of Kentucky, advises DCS on system improvement; and 4) Health Advocacy ensures custodial children’s health needs are met via enrollment in TennCare, accessing additional health resources, and ensuring payment for health services. The majority of services focus on custodial children; some services help with non-custodial children.
Childrens Services
Child Programs: Independent Living implements the John H. Chafee Foster Care Program for Successful Transition to Adulthood to include Extension of Foster Care Services for youth aged 14 and older transitioning out of foster care at age 18. Motivational interviewing (MI) is an evidence-based intervention used in this program.
Childrens Services
Non-Custodial Services supports the provision of services, resources, and support to non-custodial families to help promote a positive and stable home, free of safety risks and concerns that may threaten a child’s continued stay in their home. Non-custodial services utilizes case management and evidence-based strategies, such as Relative Caregiver Programs, Intercept, Multisystemic Therapy (MST), Parent Child Interaction Therapy (PCIT), Nurturing Parenting Program, and Parents as Teachers (PAT).
Childrens Services
Child Programs: Permanency Services supports the timely achievement of permanency for children in foster care by safely returning children to their families or building other permanent relationships. This program is dependent upon ensuring an adequate pool of well-supported and well-trained, quality foster homes and an adequate pool of quality residential treatment centers sufficient to meet the needs of children in state custody.
Human Services
The Child Support Re-entry team is designed to help parents, who are incarcerated for more than 180 days and have a current child support obligation greater than $100, with obtaining a modification of their court order.
Children and Youth with Special Health Care Needs (CYSHCN) provides services and resources to special needs children and their families. Services and resources are comprehensive, culturally sensitive, evidence-based and family-centered and are based on the individualized and specific child and family needs. CYSHCN services include the Children’s Special Services Program, Community Health Access and Navigation in Tennessee (CHANT) Program, Tennessee Birth Defects Surveillance Systems, Family and Youth Engagement, and Emergency Preparedness for CYSHCN, which support children and families to navigate services, provide reimbursement for services, and assist in transition planning.
Children’s Special Services (CSS) is the State Title V Program for children and youth with special health care needs (CYSHCN). CSS provides access to comprehensive medical care for children with physical disabilities from birth to 21 years of age. One of the primary goals of the program is to increase the number of children who receive care in a medical home, which is an evidence-based strategy for improving the care of children and youth with special health care needs. Diagnostic and financial eligibility criteria must be met to participate in the program. The CSS program is a payer of last resort and is coordinated through all 95 local health departments in Tennessee and provides resources for medical and nonmedical services.
TennCare
TennCare CHOICES is for adults aged 21 and older with a physical disability as well as seniors aged 65 and older. CHOICES offers Home and Community Based Services (HCBS) in the home, on the job, or in the community to assist with daily living activities and allow people to work and be actively involved in their local community. CHOICES also provides care in a nursing home if this is needed. Through improved coordination of care and use of more cost-effective home and community-based alternatives, CHOICES expands access to home and community-based services for persons who are “at risk” of needing nursing facility services, thereby delaying or preventing the need for more expensive institutional care.
Environment and Conservation
The Clean Water State Revolving Fund (CWSRF) loan program provides grants and subsidized loans to wastewater and stormwater utilities, cities, and counties for a wide range of water quality infrastructure projects, including municipal wastewater facilities, nonpoint source pollution control, decentralized wastewater treatment systems, stormwater runoff mitigation, green infrastructure, and water reuse. The CWSRF focuses its support on rural and disadvantaged communities, providing financial assistance, technical assistance, and innovative tools to help those communities comply with the Clean Water Act.
Health
The Clinical Dental Services program provides oral health education, emergency and basic dental services to adults and children in health department settings. By providing these services, this program seeks to improve the oral health and ultimately the overall health of Tennesseans.
