The Ayers Foundation Trust and tnAchieves provide college coaching services to Tennessee Promise students with a focus on increasing the share of students who persist and complete a higher education credential. Coaches provide encouragement, connect students with critical resources, and proactively ensure that students are taking the correct steps toward graduation. Both organizations also provide completion grants to Pell-eligible Tennessee Promise students to ensure unexpected financial burdens are not barriers on their path to college graduation.

The Commercial Driver Licensing program is responsible for testing and training of applicants for commercial driver licenses. The program also trains state and third-party testers to conduct training across the state. The program includes the Heroes to Highways program that helps veterans obtain commercial driver’s licenses.

The Community Health Access and Navigation in Tennessee (CHANT) program is an integrated model of care coordination provided through local health departments. The program serves children and youth with special health care needs, pregnant and postpartum women, children under 21, and families. It provides enhanced patient-centered engagement, assistance with navigating complex systems, and care coordination of medical and social service needs. Families and individuals are connected to available resources which may include reimbursement for medical services and assistance with co-pays, deductibles, and co-insurance.

Community Supportive Housing provides safe, permanent housing with wraparound services for adults with serious mental illness or co-occurring disorders. The program funds agencies to offer supervised and non-supervised group homes and apartments, as well as individualized housing plans that promote independent living, employment, wellness, and community engagement. Integrated within this program are targeted transitional supports (Community Targeted Transitional Support Program) that provide short-term, flexible financial assistance—such as help with rental deposits, utilities, vision and dental care—to reduce immediate barriers to housing stability. By combining supportive housing with transitional assistance, the program delivers both long-term housing solutions and short-term interventions that help individuals successfully transition from inpatient or crisis settings into the community. Together, these supports reduce homelessness, prevent psychiatric hospitalizations, and promote recovery and sustained community living.

The Computer Science Program ensures that all public elementary, middle, and high school students have access to computer science (CS) coursework and resources and provides teachers with a no-cost route to earn a computer science additional endorsement and offers teachers and schools incentives to participate in high quality professional development in CS. An important component of the program is Reach Them All, which utilizes a train-the-trainer model to provide districts with CS professional development opportunities.

The Continuum of Care provides clinical treatment services for adults with a primary alcohol or other drug abuse, or dependency diagnosis or co-occurring substance use and psychiatric diagnosis, who meet certain eligibility requirements. Treatment levels of care are based on the American Society of Addiction Medicine (ASAM) Criteria. Service recipients can transfer between levels of care to meet individual treatment needs; however, a service recipient can only be admitted to and receive services in one level of care at a time. Services include outpatient, intensive outpatient, partial hospitalization, halfway house, residential, social detoxification, and medically monitored detoxification.

These programs provide court-based services for individuals engaged with the criminal justice system in order to ensure access to a fair and equitable criminal justice system as well as access to the civil legal system by providing representation, supportive services, advocacy, and access to justice and legal resources. Examples of services include evidence-based prosecution, legal representation in the criminal and civil justice systems, and effective prosecution for domestic violence and sexual assault cases.

Creating Homes Initiative Program (CHI) enables Tennessee to provide quality, safe, affordable, and permanent service-enriched housing to meet the needs of people experiencing mental illness and/or substance use disorder. Seed funding within the program unlocks additional sources of funding to help establish homes, as well as funding direct services to individuals in addition to housing. Expansions of CHI include a focus on expanding permanent supportive housing opportunities for people in recovery from substance use disorders, and people with mental illness and/or substance use disorder who re-enter the community from prisons and jails or have a history of incarceration. Grassroots-based professionals, known as Consumer Housing Specialists, engage directly with individuals to access housing opportunities.

The Criminal Justice Liaison Program (CJLP) is a community program to facilitate communication and coordination between the community, criminal justice, and behavioral health systems to achieve common goals of decriminalizing substance use disorders (SUD), co-occurring disorders (COD), and mental illness (MI). The CJLP supports services that promote diversion activities for persons with SUD, COD, and/or MI who come in contact with the criminal justice system due to an arrest; and provide liaison and case management services to persons with SUD, COD, and/or MI who are incarcerated or at risk of incarceration.
