The HIV Program covers prevention, care, and surveillance services. It is designed to lower HIV infection, illness, and death rates for at-risk Tennesseans. Prevention includes condom distribution, PrEP (Pre-Exposure prophylaxis) counseling and care, and education around safe practices. Care involves providing HIV medication and provider visits. Surveillance monitors the ongoing state of HIV in Tennessee.

Identifying and Managing Floodplain Risk works in conjunction with the National Flood Insurance Program (NFIP). This is a federal-based program that focuses on three primary goals: (1) establishing and maintaining geographic outline of high-risk flood areas; (2) managing the risk areas through floodplain management ordinances that aim to reduce future flood damage; and (3) provision of flood insurance as protection against flood losses.

The TN Ignition Interlock Program allows certain individuals with driving under the influence (DUI) convictions to obtain a restricted driver's license, permitting them to drive vehicles equipped with an ignition interlock device (IID). The program is a partnership with Dolly Parton’s Imagination Library to provide every Tennessee child from birth to age five with a book each month at no cost to families, delivered right to their mailbox. It is a gift of up to 60 high-quality, age-appropriate books to build a child’s home library before kindergarten with beloved classics like The Little Engine That Could and the Llama Llama series, selected by a blue-ribbon committee of early childhood education experts.

The Increasing Instructional Access for Students with Disabilities project increases instructional access and quality for students with significant cognitive disabilities and reduces participation in the alternate assessment. Teaching All Students (TAS), a state personnel development grant, is one of the pivotal components. TAS engages high school teams composed of a school administrator, district special education director, general education teacher, and special educator. The school teams receive three years of training and coaching. Additional key work includes high-quality instructional materials (HQIMs) for students with complex needs, K-4 course requirements development, and assistive technology including augmentative alternative communication.

Independent Living Older Blind Program (ILOB) provides services for individuals aged 55 or older who are blind or visually impaired to enable them to live as independently as possible in their homes and communities. Rehabilitation teachers provide independent living services on a one-on-one basis and coordinate services from other agencies and organizations. Services include but are not limited to counseling and guidance, instruction in communication and self-care skills, home management training, and information and referral.

Individual Placement & Support (IPS) supported employment program is a community-based program that helps individuals with a serious mental illness and/or co-occurring disorder work in competitive and integrated jobs of their choosing. The Individualized Education Account (IEA) Program is a school choice program for eligible students with qualifying disabilities. The IEA Program provides parents, guardians, and qualified students options for choosing the educational opportunities that best meet the individual student’s unique needs through access to public education funds.

Infrastructure Planning Grants help financially distressed counties and rural communities with financially distressed utility systems to plan for improvements so their utility systems can serve their communities and be financially sustainable. These funds, provided as matching grants between the state and communities, support water loss studies, sewer investigation studies, system mapping for water or wastewater systems and/or the development of an asset management plan.

The Injury Prevention and Detection program implements evidence-based interventions to reduce accidental injuries and death within the state. Unintentional injury is the number one cause of death for Tennesseans ages 1-44. The program works to reduce adverse childhood experiences (ACEs), traumatic brain injury, motor vehicle crashes, and suicide through education and training, technical assistance, and direct provision of child safety seats.

The purpose of this program is to encourage process improvements in the field of criminal investigations, to enhance the effectiveness of enforcement activities, and to create new and innovative approaches to criminal investigations. Projects funded under the program include, but are not limited to, creating new multi-jurisdictional task forces for investigation, advances in crime analysis, conducting computer forensics investigations, operating cold case units, and operating anti-gang investigation and enforcement units.
