The Behavioral Highway Safety Grant Program within the Tennessee Highway Safety Office (THSO) provides grant funding to implement statewide programs addressing occupant protection, impaired driving, speed enforcement, pedestrian and bicycle safety, crash data collection and analysis, and other initiatives relating to the human behavioral aspects of highway safety. The goal is to change driver behavior through increased education, enforcement, and community partnerships, including projects that support road safety for all drivers. Projects can also be focused on specific populations such as child passenger safety, teen driver safety education, and older driver safety. The program funds grants that follow evidence-based approaches as described in NHTSA’s Countermeasures That Work.

Through the National Breast and Cervical Cancer Early Detection Program and the Centers for Disease Control, the Tennessee Breast and Cervical Screening Program (TBCSP) helps low-income, uninsured women gain access to timely breast and cervical cancer screening and diagnostic services. Individuals requiring treatment for breast or cervical cancer or precancerous conditions of these diseases may qualify for treatment through TennCare.

Tennessee’s broadband infrastructure program facilitates broadband access to all Tennesseans while promoting practices that increase deployment and encourage adoption. It includes the Broadband Accessibility Grant Program that aims to close broadband gaps by offsetting the capital expenses in the deployment of broadband in unserved areas. In FY22, the state’s Financial Stimulus Accountability Group (FSAG) designated $500 Million for broadband funding from the American Rescue Plan (ARP) Coronavirus State and Local Fiscal Recovery Funds (SLFRF) Program. FSAG allocated $450 Million in ARP Funding for infrastructure and $50 Million for broadband adoption funding. The $50 Million in ARP funding will go toward broadband adoption and digital opportunity programs that are designed to address broadband affordability, digital skills training, work force development, and interim access challenges exacerbated by the COVID-19 pandemic.

The National Cardiovascular Health Program is focused on cardiovascular disease (CVD) prevention and management. The program tracks and monitors the quality of care provided for those at highest risk of CVD, and provides team-based care that support community referrals, self-management, and lifestyle changes. Before 2023, the program was a combined cooperative agreement with Diabetes that was established in 2013.

Career and Technical Education (CTE) Professional Development Programs prepare educators, including teachers and directors, to offer effective programs of study to all Tennessee districts that help lead to high-wage, high-skill employment for Tennessee students. CTE programs provide supports for new directors and teachers through the following: Quarterly CTE Directors Meetings, New CTE Directors Academy, Institute for CTE Educators, Occupationally Licensed New Teacher Training (OLNTT), and Regional CTE Study Councils. In addition, all CTE educators have access to TDOE staff including CORE (Center of Regional Excellence) consultants, program managers, and CTSO (Career and Technical Student Organizations) advisors for real-time content and implementation support.

We partner with vendors to give families the tools to turn conversations into learning opportunities by connecting books with experiences. The Tennessee Certified Recovery Court Program (TCRCP) requires that substance use and co-occurring disorder treatment services are provided under the national standards of the Ten (10) Key Components of Drug Courts and Adult Drug Court Best Practice Standards to non-violent offenders who volunteer to participate in a recovery court program.

The Tennessee Certified Sites Program helps communities prepare to attract new companies by certifying shovel-ready sites that have undergone evaluation and have minimized risk to corporate investors. Grants are available after the site visit to assist in completion of needed studies and reports for publicly owned sites.

The Child & Adult Care Licensing Pre-Licensure Unit provides technical assistance and support to customers who are seeking to become licensed child or adult care providers. Staff coordinate orientations, conduct site visits, provide coaching on the licensing process, and connect applicants with resources, such as small business academies and establishment grants.

Child Advocacy Centers provide a safe, child-friendly environment for child victims of severe abuse, in which law enforcement, child protective services, prosecution, medical and mental health professionals may share information and develop effective, coordinated strategies sensitive to the needs of each unique case and child.
